Born on November 19, 1977 in Kyiv.
In 1999 graduated from Taras Shevchenko National University of Kyiv, Master of Laws with distinction.
Since 1999 was teaching environmental law, land law and the theory of law at the same University at different positions (lecturer, assistant professor, professor, vice-dean for international relations, head of department).
In 2000-2015, 2019-2020 was practicing law as an attorney.
In 2015-2019 was the member of the High Council of Justice of Ukraine (issues of judicial career and disciplinary liability of judges). Was active in investigations of judicial misconduct, including the investigation of attempts to use judiciary for suppression of the Revolution of Dignity in Ukraine in 2013-2014.
Since 2020 is 1st Deputy Head of the State Service for Geodesy, Cartography and Cadastre of Ukraine. Was one of the major proponents of agricultural land market liberalization and radical de-regulation in land-related matters.
In March 2022 after the beginning of the Russian full-scale invasion to Ukraine enlisted to the Armed Forces of Ukraine, served with as a legal adviser to the battalion commander (infantry). In June 2022 was detailed to the Interagency working group on improving the efficiency of investigation of criminal proceedings on violations of the laws and customs of war under the Prosecutor General's Office.
